The Officer Fiscal Accountability Act

AN ACT

 

To create a new USG Financial Policy:

 

 

WHEREAS: The need has arisen to fix the way in which stipend officers are compensated.

 

 

THEREFOR: Be it enacted by the USG Senate of the State University of New York at Buffalo that:                                         

 

As Stated:

 

Section I - Pay Scale

A. All USG Officials receiving a stipend shall be compensated at an hourly rate based upon the position they occupy.

B. All USG Officials total hourly compensation per week can not exceed their constitutionally mandated total office hours.

1. Total office hours being defined as the minimum office hours listed under each officers section of the USG Constitution in Article IV Section I.

            C. The President shall be compensated at $13 an hour

            D. The Treasurer shall be compensated at $13 an hour

E. The Executive Vice President shall be compensated at $12 an hour

F. The below listed officers shall be compensated at $10 an hour

             1. AVP of Academics

            2. AVP of Communications

            3. AVP of Community Affairs

            4. AVP of Student Life

            5. Vice Treasurer

            6. Senator Pro Tempore

            7. Rules and Regulations Chair

 

Section II – Monitoring and Violations

A. The “Employee Sign-In Sheet” shall serve as the official time sheet for monitoring completed office hours

1. Completed office hours shall be defined as an official’s signature followed by both “Time In” and “Time Out”.

                                    a. Sheets shall be removed at the close of the business day

                                    b. “Time In” must be in numerical order on the sheet for it to be  valid

B. The Rules and Regulations Chair and Treasurer shall monitor and record the completed office hours for the week of each official listed in Section I of this document

C. Officials shall only be compensated for the hours they have completed according to the scale listed in Section I of this document

 

Section III – Office Hours Obligation

A. Officials “Time In” shall correspond to their publicly stated office hours unless prior notice is given.

            B. Officials must be present for all publicly stated office hours

1. Any official who fails to be present and signed in for a publicly stated office hour shall be charged a quarter (.25) absence

2. The Rules and Regulations chair and Executive Vice President shall monitor and record all absences
